The Arrangement between the General Administration of Customs of the People's Republic of China and the Customs Department of the Kingdom of Thailand on Mutual Recognition of China's Customs Enterprise Credit Management System and Thailand's Authorized Economic Operator (AEO) System (hereinafter referred to as the "Mutual Recognition Arrangement") will be officially implemented starting from August 1, 2025. Relevant matters are hereby announced as follows:
In accordance with the provisions of the Mutual Recognition Arrangement, China Customs and Thai Customs mutually recognize each other's "Authorized Economic Operators (AEO)". Thai Customs recognizes China Customs' Advanced Certified Enterprises as mutually recognized AEO enterprises, and China Customs recognizes enterprises certified under Thailand's AEO system as mutually recognized AEO enterprises.
When conducting customs clearance for imported goods, China Customs and Thai Customs shall provide the following facilitation measures to each other's AEO enterprises: application of a lower inspection rate for imported goods; priority inspection for goods requiring physical inspection; and priority customs clearance after the interruption and resumption of international trade.
When Chinese AEO enterprises export goods to Thailand, they shall inform Thai importers of their AEO code (composed of "AEOCN" plus the 10-digit enterprise code filed with China Customs, e.g., AEOCN1234567890) and the English name of the enterprise filed with China Customs. Thai importers shall declare in accordance with the provisions of Thai Customs, and Thai Customs shall verify the identity of the Chinese AEO enterprise and provide relevant facilitation measures.
When Chinese enterprises import goods from Thai AEO enterprises, they shall fill in the Thai AEO enterprise code in the "Overseas Consignor Code" column under the "Overseas Consignor" section of the import declaration form, as well as in the "Consignor AEO Enterprise Code" column of the waterway and air freight manifests. The filling format is: country code (TH) + operator type code (IE) + 6-digit Thai digital code, e.g., "THIE680001". China Customs shall verify the identity of the Thai AEO enterprise and provide relevant facilitation measures.
