Customs to Implement Random Inspection on Additional Commodities Starting from August 1st

In accordance with the relevant provisions of the Import and Export Commodity Inspection Law of the People's Republic of China and its implementing regulations, the General Administration of Customs has decided to conduct random inspection on some import and export commodities beyond the statutory inspection scope in accordance with the law, effective from August 1st, 2025.

Compared with Announcement No. 163 of 2024 issued by the General Administration of Customs, the scope of random inspection on export commodities has been expanded this year. In addition to children's toys, three major categories including lamps, low-voltage electrical appliances and functional clothing have been added. Enterprises involved in these categories shall make full compliance preparations.


Scope of Commodities Subject to Random Inspection (Beyond Statutory Inspection)

1. Import Commodities

Student stationery, baby and toddler products, electronic products, household appliances, low-voltage electrical appliances, daily ornaments, etc.

These commodities are closely related to our daily life. Random inspection on them can effectively protect the rights and safety of domestic consumers.

For example, the quality of student stationery directly affects students' physical health and learning experience.

Baby and toddler products are even more crucial to the growth of the next generation, and strict random inspection helps to screen out qualified products to enter the domestic market.


2. Export Commodities

Children's toys, lamps, low-voltage electrical appliances, functional clothing, etc.

For relevant export enterprises, this means facing more stringent quality tests.

Children's toys have always been the focus of random inspection, and their safety is a global concern.

The newly added categories of lamps, low-voltage electrical appliances and functional clothing also reflect the customs' comprehensive control over the quality of export commodities.


The quality performance of these products in the international market not only affects the reputation and economic benefits of enterprises, but also bears on the overall image of China's export commodities.

In the face of this new regulation, enterprises involved in relevant categories must make full compliance preparations.

First of all, they should strengthen the construction of internal quality management systems to ensure that every link from raw material procurement, production and processing to finished product delivery complies with relevant standards and requirements.

Enterprises can increase investment in quality testing equipment, train professional quality testing personnel, and improve their ability to control product quality.

Secondly, they should keep a close eye on the dynamics of relevant policies and standards issued by the customs, actively communicate with customs authorities, and understand the specific procedures and requirements of random inspection.
