Resumption of Aquatic Product Imports from Some Regions of Japan

On June 29, the General Administration of Customs of the People's Republic of China issued an announcement stating that, on the premise of conducting continuous long-term international monitoring and independent sampling and monitoring by the Chinese side on the discharge of nuclear-contaminated water from Fukushima, Japan, with no abnormalities found in the results, and the Japanese government's commitment to ensuring the quality and safety of aquatic products exported to China, in accordance with the relevant principles of China's food safety laws and regulations and the World Trade Organization's Agreement on the Application of Sanitary and Phytosanitary Measures, the Chinese side has decided to conditionally resume the import of aquatic products (including edible aquatic animals, the same below) from some regions of Japan to safeguard the legitimate rights and interests of consumers.

The relevant matters are hereby announced as follows:

The import of aquatic products originating in some regions of Japan shall be resumed as of the date of this announcement, excluding 10 prefectures and municipalities, namely Fukushima Prefecture, Gunma Prefecture, Tochigi Prefecture, Ibaraki Prefecture, Miyagi Prefecture, Niigata Prefecture, Nagano Prefecture, Saitama Prefecture, Tokyo Metropolis, and Chiba Prefecture.

Japanese enterprises exporting aquatic products to China shall comply with the relevant provisions of China's regulations on the registration and administration of overseas production enterprises of imported food. Aquatic product production enterprises whose import qualifications have been suspended shall reapply for registration in China, and only aquatic products produced on or after the date of obtaining registration shall be allowed to be exported to China. For edible aquatic animals, their breeding areas shall be subject to registration and filing management in accordance with relevant national regulations.

When declaring the import of Japanese aquatic products, the applicant shall submit the health certificate issued by the Japanese official, the certificate of qualified radioactive substance testing, and the certificate of producing area.

The customs shall implement strict supervision over Japanese aquatic products imported into China. In the event that the imported aquatic products are found to be non-compliant with China's relevant laws, regulations and food safety standards, or the Japanese side fails to effectively fulfill its official supervision responsibilities, the customs shall promptly take control measures to effectively protect the health and safety of the Chinese people.

Announcement No. 103 of 2023 of the General Administration of Customs shall be abolished simultaneously.


Permitted Product Categories

A total of 449 aquatic product categories are included, such as tuna, scallops, crabs, squid, abalones, lobsters, and sardines, covering producing areas in 37 prefectures of Japan excluding the aforementioned regions.

According to the latest information released by the General Administration of Customs of China on July 17, 2025, China has approved the resumption of imports of 449 aquatic product categories from Japan. This marks a major adjustment nearly two years after the comprehensive suspension of Japanese aquatic product imports in August 2023.
